GCSC Mobile Home Tie-Down Program

The State of Florida Division of Emergency Management Hurricane Loss Mitigation Program allocates funds through a contract with Gulf Coast State College to implement the Mobile Home Tie-Down Program. The college contracts with licensed mobile home installers to retrofit additional tie-downs to homes installed 1999 and earlier. The program does not intend to bring existing mobile homes and manufactured homes up to code, but makes the home as wind resistant as funding, physical characteristics, and condition of premises will allow. The additional tie-down and anchoring systems could help minimize damage to the mobile home arising from windstorms, tornadoes or hurricanes.

Our program Advisory Council includes the Division of Emergency Management (DEM), Florida Department of Highway Safety & Motor Vehicles, Manufactured Homes Division (FHSMV), the Federation of Manufactured Home Owners of Florida (FMO), and the Florida Manufactured Housing Association (FMHA).

This program is at  NO COST to the participant. Skirting removal and re-installation services for the tie-downs are also provided by the program. All fees to the contractor are paid directly by Gulf Coast State College.

  • INDIVIDUAL APPLICATION is for stand-alone individually-owned homes that are NOT located in a Manufactured Home Community which has a park manager and/or HOA.

  • PARK APPLICATION is for Mobile Home and Manufactured Home Parks and Communities with a Park Manager and/or HOA. A park manager or HOA president who represents the entire community is the preferred contact.

Post Application Process:

  • Parks: GCSC sends a Vendor to conduct a site visit to evaluate for program eligibility.
  • Parks/Individuals are assigned to a Vendor.
  • An approval letter identifying the Vendor that has been assigned will be sent to the park representative (or individual homeowner), along with authorization forms required by participants.
  • Community HOA meetings – When the opportunity presents itself, a program presentation and Q&A session will be scheduled with Park.
  • Authorization forms are collected by the Vendor.
  • Park (or individual homeowner) is scheduled for home pre-inspection, skirting removal, and tie-down installation.
  • Post-inspections are completed as required.
  • Homeowners are provided with a Certificate of Completion.

Due to the current waiting list it could take several months or years before your home is serviced. To ensure we reach every home that is interested in the program, we are not currently revisiting parks that were previously served. We do maintain a database of who would like us to return, and will contact them once we begin this service.
